Le Parti communiste chinois (PCC) l’a annoncé aujourd’hui : l’ensemble des couples de Chine pourront désormais avoir deux enfants. La Chine met ainsi fin à une politique en vigueur depuis 1979, et souvent critiquée pour ses abus (avortements forcés, marginalisation des enfants "nés en trop" etc.).

La décision a été prise lors du 5ème plénum du comité central du PCC, qui s’est conclu aujourd’hui, réunion consacrée à l’adoption du 13ème plan quinquennal (2016-2020). Un premier assouplissement avait été consenti en novembre 2013, un an après l’ascension de Xi Jinping à la tête de l’Etat-parti : il permettait aux chinois d’avoir deux enfants si l’un des deux parents était lui-même enfant unique.
Sous l’apparence d’un relâchement du contrôle sur la vie privée des citoyens, la fin de la politique de l’enfant unique vise en réalité un impératif économique et social de la République populaire de Chine : celui du déséquilibre hommes-femmes, avec une moyenne de 116 femmes pour 100 hommes au sein d’une même génération.
En avril 2014, ARTE Reportage avait suivi des "heihaizi", ces "enfants nés en trop" mis au ban de la société, privés de tous les droits…

Leur “crime”: être né en deuxième dans le pays qui adoptait la politique de l’enfant unique. Trente-cinq ans après la mise en place du contrôle des naissances, la politique s’assouplit. Mais avant celà, la Chine ne pardonnait pas aux enfants nés “en trop”. Ils auraient été 13 millions.
Après un long travail d’enquête, des “heihaizi” ont accepté de nous parler.

La canción escogida es Zombie, lanzada por Fela Kuti el año 1977 y que habla de la brutalidad de la policía contra su propio pueblo. Una especie de premonición con lo que sucedería en octubre de ese mismo año en Chile donde tras el estallido social más relevante de las últimas décadas, la policía chilena torturó, mutiló y mató a cientos de personas que se manifestaban por un Chile más justo.
